By 2050, the National Long-Term Strategy to Combat Energy Poverty wants to reduce the percentage of Portuguese people without money to heat their homes in winter to less than 1%.
The Government has approved the National Long-Term Strategy to Combat Energy Poverty 2023-2050 (ELPPE) and the creation of the National Energy Poverty Observatory. The decision was taken by the Council of Ministers on November 23.
ELPPE’s main goal is to end energy poverty in Portugal by 2050, with means to protecting vulnerable consumers and actively integrating them into the energy and climate transition, based on four lines of action: promoting energy and environmental sustainability in housing, universal access to essential energy services, integrated territorial action and knowledge and informed action.

The National Energy Poverty Observatory will track and monitor the evolution of energy poverty in the country.
“Energy poverty is a complex, multidimensional reality that results from the combination of a number of factors — low income, difficulty in accessing efficient, quality energy services, poor energy performance in homes and low levels of energy literacy. It is estimated that between 1.8 and 3 million people in Portugal are in a situation of energy poverty, of which between 609,000 and 660,000 are in severe energy poverty,” reads the. statement released about ELPPE.
People living in severe energy poverty are those who belong to “households in poverty whose energy expenditure represents +10% of total income”.
Last year, Portugal had the fourth highest rate in the European Union of people unable to heat their homes properly (17.5%), according to Eurostat data.
