The decision was taken by the Council of Ministers on November 23.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">ELPPE&#8217;s main goal is to end energy poverty in Portugal by 2050, with means to protecting vulnerable consumers and actively integrating them into the energy and climate transition, based on four lines of action: promoting energy and environmental sustainability in housing, universal access to essential energy services, integrated territorial action and knowledge and informed action.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By 2050, the ELPPE targets are:  <\/span><\/p>\n<ul>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reducing the number of people living in households unable to keep their homes adequately heated to less than 1%;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reducing the population living in housing that is not comfortably cool during the summer to less than 5%;<\/span><\/li>\n<li style=\"font-weight: 400;\" aria-level=\"1\"><span style=\"font-weight: 400;\">Reducing the number of Portuguese living in homes with problems of infiltration, humidity or rotten elements to less than 5%.<\/span><\/li>\n<\/ul>\n<p><span style=\"font-weight: 400;\">The National Energy Poverty Observatory will track and monitor the evolution of energy poverty in the country.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">&#8220;Energy poverty is a complex, multidimensional reality that results from the combination of a number of factors \u2014 low income, difficulty in accessing efficient, quality energy services, poor energy performance in homes and low levels of energy literacy.
